A multiplicity of actors draws the health system which sometimes makes it difficult to understand the different responsibilities. The following presentation is intended to clarify all this.
The main role of the administration health system is back to the state. It operates mainly as a coordinator.
It takes charge of the main problems of health care facilities control and prevention, defines their missions, provides training of health personnel and exercises supervision over Social Security.
These actions are certainly essential, but would have little impact without using more specialized players.
At the national level, the Ministry of Labor, Employment and Health spoke on behalf of the State. This ministry includes a secretary of state in charge of health.
There are also inter-ministerial bodies associated with administering health and welfare which may play a role in the field of health (such as the ministerial Mission for the Fight against Drugs and Drug Addiction for example).
These actions are complemented by Agencies and Institutes under the supervision of the state as the National Institute for Prevention and Health Education) which develops communication campaigns on priority health topics (food, AIDS …), Institute of Health, which implements monitoring systems and alert in case of an epidemic, heat wave …, the Agency for Sanitary Safety of Health Products authorizing the placing on the market of medicines, evaluates the effectiveness of drugs … There are many other agencies or institutes.
In parallel to the state through its departments, Councils and Regional Councils play a role. General Councils are responsible for maternal and child health, immunization, cancer. Regional Councils do not have special skills and invest according to Region Presidents on priority themes such as health of young people, women, people with disabilities, etc…
